The rising tide of violence and anti-social behaviour targeting frontline workers has become a pressing concern, with new figures indicating that thousands of delivery and transport staff have experienced abuse or assault while carrying out their duties. The Government’s latest proposals in the Crime and Policing Bill aim to address this issue by introducing tougher measures to protect workers working in retail environments — with growing interest in how similar principles might support other key sectors.

New data reveals that one in eight delivery drivers employed by leading UK retailers — including Tesco, Asda, Sainsbury’s, Ocado, Morrisons, and Iceland — reported being assaulted in the past year. A further 25% of drivers have refused to complete deliveries at certain locations due to safety concerns, reflecting the increasing complexity of modern logistics work.

The Crime and Policing Bill, introduced by the Government to address rising retail crime, includes a new offence of assaulting a retail worker and removes the classification of theft under £200 as “low value” shoplifting. This change has been widely welcomed across the retail sector.

In earlier reports, The Workers Union explored the issue of increasing violence towards delivery personnel and other customer-facing workers, highlighting the need for continued awareness and responsive safeguards. This latest development builds on those concerns and marks a significant step toward recognising the challenges these workers face.

Supporting those delivering essential services

While the new Bill primarily covers in-store staff, the challenges faced by those delivering goods outside retail premises are also drawing attention. Delivery drivers are often working alone, in the evenings, and in unfamiliar environments. A common trigger for conflict arises when drivers are required to request proof of age for deliveries involving alcohol — a legal obligation that can sometimes escalate into confrontation.

The Workers Union has previously documented the evolving risks associated with modern delivery roles in our article Workplace violence against delivery staff on the rise. This trend underscores the importance of ensuring that all individuals performing frontline duties are recognised and supported in national safety strategies.

Rail workers seek parity in protections

In a parallel development, British Transport Police (BTP) has issued a call to include transport staff under similar protective legislation. In its submission to the House of Commons, BTP highlighted that over 7,400 incidents were recorded against railway staff last year, with 3,650 categorised as violent offences.

The force expressed support for the provisions of the Crime and Policing Bill and noted that rail workers perform vital functions in keeping the country’s systems running. They have asked that similar legal protections be considered for their workforce.

Transport workers undertake a number of roles vital to the running of the UK rail network. Unfortunately, a significant number are assaulted in the course of their duties.”

The call for expanded protections reflects a shared interest in maintaining safety for all those who contribute to the UK’s economic and logistical infrastructure.

Government reaffirms commitment to frontline safety

The Home Office has reiterated its commitment to tackling retail crime and supporting workers. Speaking on the Bill’s provisions, Home Office Minister Diana Johnson said:

“This Government is committed to tackling retail crime. Through our Crime and Policing Bill, we have introduced a standalone offence of assaulting a retail worker to protect the hardworking and dedicated staff that work in stores.”

She further clarified that delivery drivers and transport staff are already covered by existing legislation, including the Criminal Justice Act 1988 and the Offences Against the Person Act 1861, which apply to both common and more serious forms of assault.

These comments have helped to assure the public that all forms of workplace violence are taken seriously, and that a range of legal tools is available to support those affected.

An evolving conversation on workplace safety

While the legislation moves forward, many industry observers and frontline organisations are taking part in a broader conversation about how worker safety can be continually improved. As delivery, logistics and transport services play an increasingly central role in the modern economy, some believe there is merit in ongoing reviews of how laws can be adapted to reflect changing work environments.

We continue to monitor developments, highlighting the contributions of those on the frontlines and exploring ways in which safety can be enhanced across all sectors. Previous coverage of this topic, including our features on retail violence trends and transport sector challenges, provides further insight into the growing importance of supporting those who keep essential services running.

In Conclusion

The Crime and Policing Bill represents a key development in the protection of retail workers from abuse and violence. With conversations now extending to include delivery and rail staff, the focus on safeguarding the wider frontline workforce remains strong. As the Bill progresses, the emphasis will continue to be on constructive dialogue, legal clarity, and shared responsibility for ensuring that all workers feel safe and valued.
